Federal law and regulations require GCI set aside channel capacity for commercial use by unaffiliated video programmers, also known as "leased access," and the Federal Communications Commission has adopted a rate formula that governs these arrangements. GCI is permitted to use any unused channel capacity designated for leased access; use one out of every three channels we designate for leased access for qualified minority or educational programming sources; and establish reasonable insurance requirements for leased access programmers. GCI is required to provide the minimal level of technical support necessary for users to present their material on cable systems, and to cooperate reasonably with our leased access users to provide channel capacity.
